Strategic Planning Forum #2, May 19, 2004

Winston Associates Inc. held the second Strategic Planning Forum on Wednesday, May 19th, 2004 from 6:00-9:00pm at the Town Hall. This was the 2nd in a series of meetings to develop the revised Comprehensive Plan that began after the Community Video premiere on March 5th.

Winston Associates compiled a list of Town Goals along with Actions which was presented in a matrix, which can be downloaded below. These Goals and Actions were the result of the facilitated session of March 6, 2004.
GOALS (INTENTIONS)
Community Character
- Maintain a friendly small community of neighborhoods where people recognize each other, share a sense of community and "family type" relationship.
- Create a community where people choose to live and work
- Create a community that grows from the inside out
- Retain the "working family" character of the town
- Strengthen the Town's identity by clearly defining the Town's boundaries
- Maintain and improve visual quality of town
- Define the extent of the Town with agicultural lands
- Retain the agricultural heritage of the Town
- Retain the scale of the Town
- Retain the community heritage of close ties between generations
- Create a critical mass of population in Town
- Expand public participation to a broader community including the local Hispanic community
- Create a community that is not congested and pedestrian safe resulting in reduced car dedendency within Town
- Centralize services to support a sense of community
Commercial Core
- Create a commercial core that takes advantage of the Town central location and the existing volume of people using the airport and Hyw. 40
- Create a tax base which is a balance of residential and commercial uses
- Reduce sales tax leakage resulting from the proximity to Craig and Steamboat retail opportunities
- Reduce job leakage keep more people in Town and reduce traffic volumes on US 40
Housing
- Balance the affordability of new homes with design character
- Take advantage of the easy availability of land
- Retain affordable housing and lower cost of living
- Mitigate the impact on the cost of living as a result of proximity to Steamboat Resort
Schools
- Retain small schools that result in small classes , quality education and personal attention
Open Lands
- Retain the character of the Yampa river, public land and open space
- Protect wildlife and their habitat from impacts resulting from growth
ACTIONS
Character
- Clearly defined visual character of Hayden as a unique community
- Develop within the existing boundaries of the Town (infill development only)
Infrastructure
- Improve the existing water treatment facility to increase the quantity of potable water
- Provide additional potable water storage tank capacity
- Improve/replace sewage line to reduce infiltration and increase line capacity to match capacity of treatment plant
- Improve/replace existing aging infrastructure
Transportation
- Provide safe pedestrian crossing of US 40
- Create a pedestrian network in Town for safe access
- Provide improved access on to US 40 from streets within the Town
- Improve parking access along US 40
- Use existing rail lines for mass transit
- Provide for transit stops along US 40 in Town
- Increase capacity on US 40
- Reduce commercial traffic through Town
Commercial Core
- Create a marketing strategy to promote the Town as a business location and to attract year round activities
- Take advantage of the location and accessibility of the Town
- Take better advantage of the existing facilities such as the County Fairground and speedway that bring people into Town
- Preserve and enhance the commercial core or town center
- Create a community meeting place/gathering place
- Increase the variety of businesses in Town
- Create a local hotel room base
- Take advantage of the stable job base (mine, power plant, airport)
Housing
- Provide diverse housing opportunities--price, single-family, multi-family, seniors, affordable
- Increase limited housing stock
Schools
- Improve School district physical plant to accommodate growth
- Educate the public on availability of new technology
- Provide central recreation facilities including a rec center, sports fields, etc.
Recreation
- Expand recreation opportunities for youth programs
- Increase the critical mass of youths to allow for expanded programs
- Take advantage of the Town proximity to quality recreation including the ski--resort
Community Services
- Market high quality local services such as the library, museum, emergency services, senior housing
- Match the number of Town administration staff and their office space to match growth needs
- Provide human services such as childcare, senior care, health care locally rather than down valley
- Provide opportunities for life-long learning
- Expand local news to can communicate beyond Hayden
- Mitigate the impact of Tabor/Gallagher on growth and services
Environment
- Limit public access to natural areas
Agriculture
- Develop land with low agricultural value
- Protect working agricultural land and water within the 3 mile boundary

This chart outlines the Town of Hayden's expenditure per residence to provide services such as roads, plowing, water, septic and more.
The Town sales and property tax revenues do not meet the expenditures which result in a shortfall per residence.
Currently this shortfall is subsidized by income from the Airport and pass-through traffic.

This chart demonstrates the sales tax revenue that is currently generated in the Town and show how the sales tax generated by residents is only one third of the town's revenues.
