Historic Preservation Issues as Identified in Initial Meeting
Issue 1: Education/ Awareness/ Outreach
Educate the community through outreach programs to foster understanding of historic significance, character and monetary benefits associated with historic preservation. Target the outreach programs to specific stakeholders, constituents and audiences so that the educational efforts are tailored for specific property owners and interest groups.
Issue 2: Funding
Identify public and private funding sources that may be utilized by the community to promote historic preservation.
Issue 3: Administration/Organization (HPAC, HRC, Main Street Program, etc.)
Identify programs and staff appropriate organizations and that will serve as an umbrella for education, funding, protection of historic assets and historically sensitive economic development.
Issue 4: Mix of Regulatory and Incentive-based Historic Preservation
Identify if Residential as well as Commercial properties should be regulated through the Community Development Code or other ordinance. Educate and discuss whether the public would benefit from establishing historic districts within the Old Town area. Review regulatory CLG requirements and discuss if CLG status for Routt County would benefit the community.
Issue 5: Natural Landscapes/ Natural features.
Identify or define cultural landmarks/landscapes (i.e. Howelsen Hill) that should be protected. Continue to identify and inventory Historic structures as well as archeological sites that have helped to shape the history of our community. Identify how to preserve, restore and enhance the function, character and historic significance of Old Town Steamboat Springs. Ensure that new development complements rather than competes with the historic character of our community.
